Updated SuperTuxKart 0.4 windows installer

We have just put a new windows installer for SuperTuxKart 0.4 online. The new installer comes with the latest version of the Visual Studio redistributables, and solves the problem that the SuperTuxKart "failed to start because the application configuration is incorrect" on certain windows versions.
