I tried sunxacml-2.0-M1 and got the same problem. I am not sure if sunxacml 
2.0 is really implemented as xacml spec v2 says.

Hi Hao,

You can get pre-built jar here:

http://sourceforge.net/projects/sunxacml/files/maven/releases/net/sf/sunxacml/sunxacml/2.0-M1/sunxacml-2.0-M1.jar/download


If you wish to build from source then you get the sources using hg  (mercurial) 
using the following commands:

hg clone 
http://sourceforge.net/projects/sunxacml/files/maven/releases/net/sf/sunxacml/sunxacml/2.0-M1/sunxacml-2.0-M1.jar/download

hg update

Once you have the source code you can build it using mvn (maven 2) using:

mvn clean
mvn install
