I just reread myself. Probably I must explain.
When I launched the topic it was in my mind to discuss about:

 - C++ versus Python
 - SVN / cvs
 - Doxygen
 - Unit test
 - Task manager, planning tools, TRAC, ...
 - Sub libraries:   MySQL, SQLite, ...  wxPython, QT, ...boost? Poco? only
stdlib?
 - etc

Not about IDEs & compilers which are too programer specific and shouldn't be
enforced :)
