In particular, by changing a vehicle's "edge travel time information (0x58)", you can cause it to try and calculate a new best route to its current destination. This will be specific to the vehicle you sent the command for, so other vehicles will continue on their routes, unaware of the change. If you have any more questions, just let me know!
