I am having a problem with a .srt file encoded as UTF-8 in Bulgarian. I have no problem when previewing the file in Notepad and also in VLC and KMplayer while watching the movie. Unfortunately, the movie's and the subtitle file's frames don't match so I would like to fix that in the Subtitle workshop. For some reason when I load the file the program displays the text in D's and ?'s. What should I do?

Subtitle Workshop doesn't work with UTF-8 encoding, unfortunately.
I have a workaround for your problem.
If you just want to fix times values, I'd suggest that you work using bad characters displayed, but keep one copy with good characters (UTF-8). Then, after adjust times, go to Edit/Texts/ReadTextsFromFile and save As a new file name.

From what I understand from your post, I add the subtitle file encoded as ANSI (although the subtitles are displayed as ?'s) and use the Read texts from file and I choose the UTF-8 file?
Isn't there a way to encode the file as ANSI (without the text being changed to symbols) even though the subtitles are in Bulgarian by using some software?

As far as I know, Subtitle Workshop won't accept your bulgarian symbols in its grid, no matter what program you use to convert the text. So, I suggest you work with wrong symbols, just to fix the time values and, after that, go back to your bulgarian symbols using the ReadTextFromFile resource.

You mean the Read text from file option in the program, don't you? Because if I choose that it requires me to choose a file and no matter which .srt file I choose (either the ANSI or the UTF-8 encoding) the characters don't change and what is more, they stay the same even when I play them with the movie in VLC etc.

P.S. - Sorry, I think I made it. I'm not quite sure but I did haha. Thank you so much for your help!!

Because it's very hard to work with texts that you cannot read, my suggestion only works to move subtitles all at once, or delay them or antecipate them, all at once. If you plan to make differents adjusts, one by one, I don't know how to do, because you won't read them accordingly.
