When I try to open a subtitle "File - Load Subtitle" I get "... is a bad subtitle or an unsupported format."

while translating i saed the file and again on opening it gies this error ,I have saved the file subrip format and was doing chinese subtitling in GB2312 ,before that i had unicode error which was showing ???????signs later solved.

problem ,for your clear understanding I made video for the format

Now it's clear to see the problem.
You are using an old version of Subtitle Workshop that won't accept Unicode characters.

Instead, use the new one that do Unicode:
