I'll give you everyone's favorite answer: it's a feature, not a bug.
In most standards, the dialogue of two different characters should be on two separate lines, so Subtitle Workshop doesn't allow dialogue on one line. I realized later that in some standards dialogue on one line is allowed, so in the next version there will be an option to allow dialogue on one line, then CTRL+E will work like before.

Everything works for me except "Smart line adjust" CTRL+E.
For example this subtitle:
Mogao bi nam biti dovoljan do kraja zivota ako zatreba.
-Novi festival.
cannot be broken into equal lines, regardless of the settings.
The problem is the same in any version of Windows, from XP to Win8.
