#11 Users download rate specification

The maximum download rate that may be set per user is "320 Kbps" (except "unlimited") which is relatively low. It would be handy to be allowed to tweak that variable more precisely. At least, the range of allowed values could be wider.

That has to be said: your soft is just great !
