#1 Problem resolving alternate DTD

Hello,

when validation.xml or validation-rules.xml cannot find
their respective DTDs (because there is no internet
connection), an exception is shown when server starts
(tomcat 5.5, websphere) and the struts validation tag
does not work propperly when used later.

Why not a local version of the DTD is taken like when
validating web.xml or struts-config.xml?
