I read a post way back when when this issue was reported by a user. The suggestion was to enter an issue for this situation because struts-menu still works correctly when this condition is reported in log4j. Therefore, I am suggesting that the level of this condition be downgraded from ERROR to WARN unless if there is a genuine reason for keeping it at ERROR.
