Probably not a scam, but it looks like it's a "generic clone" card reader/writer. Whether it works as well as brand-name devices like Omron or Magtek will have to be determined.

The biggest reason this one is so cheap is because it was a 1/2 track LoCo ONLY writer. It can read HiCo cards but can't write them. Also it can't read or write track 3 on cards if they have them.
