Dave, Mask URLs is a new feature in 1.0-beta4. What you are thinking of is that each user has the option to have the username and passwords generated into the streaming URLS. This option is set under each users account settings under streaming options. There is probably a better name for the option, but right now it is called XMMS Compatible Playlists. Other than that option the only thing that would determine if users have to enter auth info to stream is the authentication setting which you can define who can and can't stream/browse/download. If "EVERYONE" is not in a particular list then people must provide login info to stream/download/browse (either by entering the password in the dialog or by having that info put right in the URL.)
