I have just created a new way of extracting all the express in a ballot
package for compilation.

stepmod/utils/getExpressIr.wsf

The main change is that you provide a list of IRs for it to copy and
concatenate. The other version brings across all the iRS.

When running you will be prompted for the ballot cycle name - the
directory=20

Stepmod/ballots/ballots/<ballot>

You will then be prompted for a list of modules and irs to be
concatenated.

By default it expects these to be stored in the ballot directory.

It also stores the resulting express in this directory.

The previous method getExpress.wsf will still work.
