#10 Annex F/technical discussion element

Annex F has the title "Technical Discussions" in the
published TS documents for 1001 through 1009, but title
of annex F is incorrectly created as "implementation and
usage guide" (because the only available tag I could
see was "usage_guide".) Annex F can be a usage
guide, but it can also be another type of technical
discussion. (such as a sample test case, detailed
examples that are inappropriate for the main document,
etc.) There needs to be an additional element defined
for technical_discussion, as well as tags for other annex
titles (For example annex F is usually the application
activity model in an AP, and this annex might be
included in a AP module.)
