[ST-announce] State Threads version 1.3

Version 1.3 of the State Threads Library is now available.  It boasts
performance optimizations, debugger support, a modernized build process
including .rpm and .deb support, Linux/*BSD Alpha support, improved
error recovery, and enhanced documentation.  See the included README
file for details.
