Experimental version 1.3b of the State Threads Library is now available.
It differs from 1.3a only in documentation and comments.  I added a
description of the proper use of timeouts to the Programming Notes,
added Gene's explanation to st_connect(), updated copyrights, and
changed the link to the project's site.

So far I have received no feedback on the *_resid() additions in 1.3a.
Would someone review and test them please?  Thanks.
