It is on the StatSCM Maven plugin repository.

StatSCM is published to repo1 and its POM references the stat-scm
repository, where the plugin gets StatCVS and StatSVN.  I guess you could
use this repository to get StatCVS but this is NOT a release of StatCVS
from the StatCVS team.  It is the StatCVS src tree pulled into a Maven2
build, that I publish for the plugin.  I therefore hope that it is OK but
if you want the official StatCVS release then you will have to download it
and publish it to your own repository.
