I need to draw the Business Use Case diagram. For that diagram I need new elements Business Actor, Business Use Case, Business Worker which realise the UML extension. Does StartUML provide the capability to add new custom elements?

You will need to create your profile. Take a look at staruml-erd module that adds a custom component set (is available for download at the StarUML page) and see if you can adapt it for your needs.
