Improved Windows setup package. Possibly switch to NSIS or WiX.

It would be nice to be able to install without having to uninstall the previous version manually.

My experience is that the current installers silently uninstalls before installing a new version. For me upgrading from 0.4.0 to 0.4.1 did not require a manual uninstall of 0.4.0.

Need to test the 0.5 installer uninstalls 0.4.1
