#734 STAFUpgrade should allow retaining and/or specifying version of Python supported

Per Bug #1497 "STAFUpgrade is overriding the installed python with default version of 2.5", it was requested that the STAFUpgrade function be able to install the same version of STAF Python support that was installed previously.

This feature is to provide this capability. This could be done by adding a feature to the STAF Installation to provide this capability during a STAF upgrade.

Or, if this couldn't be done (e.g. due to an InstallAnywhere limitation), could update the STAX STAFUpgrade function by adding a new argument, e.g. 'usePythonVersion': '2.5' so that if specified, the STAX STAFUpgrade function would:
- Add a USE_PYTHON_VERSION=2.5 option to the response file it creates if upgrading using a STAF InstallAnywhere file, or
- Add "-option USE_PYTHON_VERSION=2.5" to the STAFInst command it uses if upgrading STAFInst and a STAF tar.gz installer file.

The STAFUpgrade function could also be updated to provide the ability to specify the version of Perl or Tcl support to install.
