No. STAFProc and the internal STAF services provided with STAF do not require Java.
However, to register an external STAF service (downloaded separately from STAF) that is written in Java, such as STAX, Event, Cron, Email, etc., you need Java to register and use a STAF Java service.
Also, note that if you use a InstallShield installer to install STAF, the .bin STAF install package bundles a Java that is needed for the InstallShield installer, so you don't need to install Java prior to installing STAF. Note that Java is only used by the InstallShield installer, not when running core STAF. The .jar STAF install package requires that a Java be installed, so you wouldn't use that install package if you don't have Java installed.
