Cannot turn it off. It is checked, but when clicked, it gives a popup" Item is already disabled", but it is still checked after closing the popup.

Hmm, that must be a bug you discovered there. Do you have both an enabled and disabled version of Intuit syncmanager? If so, try deleting the disabeld (unchecked) one first and then disable the enabled one.
