#16 Problem with rewrite tag

ssl:rewrite doesnot work as expected when there are
parameters.

<ssl:rewrite action="/doaction?param1=value1"
paramId="param2" paramName="param2Key"/>

generates URL of the form

https://localhost/myapp/doaction?param1=value1&amp;param2=param2Value

It joins URL query parameters by &amp; (ampersand amp
semicolon) instead of just & (ampersand)
