#57 utmp created incorrectly by rc.sysinit

rc.sysinit creates /var/run/utmp and then does a chgrp
and chmod in the file, because we have changed
/var/run/utmp to a CDSL, the chgrp and chmod don't get
set on the file. This breaks applications that rely on
utempter to update utmp.
