[Ssh-sftp-perl-users] Cannot complete \PerlSSH\Net-SSH-0.09 Build

In the README file, the Net::SSH::Perl library lists the following steps:
To install:
        perl Makefile.PL
        make
        make test # nothing substantial yet
        make install

On the second step of the four step build process, I get the following error:
C:\PerlSSH\Net-SSH-0.09>make

OPUS MAKE Version 6.10 for Windows NT (PM/CB emulation)
Copyright OPUS Software. All rights reserved.

OPUS MAKE: Don't know how to make 'C:\Perl\libConfig.pm'. Stop.

Any ideas on how I create a libConfig.pm?
