#2 Solr Location needs to be configurable

SOLR is now running as part of the tomcat service. The location of the SOLR server has to be configurable. This property is available in SSAFMessageRouter and SearchAndRetrieval service. It should be put into the filter files that Spring automatically reads from on startup.
