#80 Bandwidth function not working

First thanks for your SS5 socks server tool,It is very powerful,Thanks for your contribution and open sourse.

And I find a problem about SS5
I can not limit the bandwidth of users,from the documrnt, I should set bandwidth users1 - 102400 - in the ss5.conf file,but after setting,it does not work
When I limit the bandwidth directly in permit u 0.0.0.0/0 - 0.0.0.0/0- - users1 102400 -,It works perfectly
So I am little confusing,and i do not know where the problem and how it is happen

I am using the Debian system,the version of ss5 is the lastest version
