Initial Comment:
when a user sets themself using account.<non .user
hostname>.network name; IE paul.l33t.gamesurge, rather
than paul.user.gamesurge, a ban fails to be set.

you can ban account.user.gamesurge and it will kick the
user, but the user is allowed to rejoin because a ban
is not set for the hostname accordingly.

major bug because users can rejoin, but are kicked upon
entering.
