correctly EXCEPT the triangles. My topic ends up looking

As you can see, it cuts off part of the triangles. I did !
set enftopic 500 and manually (with mIRC, not 
chanserv) made my topic 2,1« 12D0rug 
12L0ordz of 12N0orth 
12A0merica 12,2/1\0,1

and it didn't cut off the triangles. This looks like a bug 
with ChanServ's TopicMask function handling all the 
topic code. Please take a good look at the above topics 
if you haven't already done so.
