Initial Comment:
instead of converting a decimal amount of 4.5 or
similar, or just rounding it, the leading *. is
stripped, so that it uses everything after the decimal:

100 to 100 from the #somechan user list who were
inactive for at least 22 weeks and 1 day.

where, as some might expect it to, it doesn't convert
4.5M to either 4M and X days, or just round down to 4M.
