When a user is suspended while in the channel, the last
seen time is updated. This doesn't happen when the user
is unsuspended while in the channel:

[16:02:27] <Byte> !seen mike[F]
[16:02:28] -ChanServ- mike[F] is in the channel right now.

[16:02:32] <Byte> !suspend mike[F]
[16:02:32] -ChanServ- mike[F]'s access to #channel has
been suspended.

[16:02:35] <Byte> !seen mike[F]
[16:02:35] -ChanServ- mike[F] was last seen in #channel
3 seconds ago.

[16:02:37] <Byte> !unsuspend mike[F]
[16:02:38] -ChanServ- mike[F]'s access to #channel has
been restored.

[16:02:41] <Byte> !seen mike[F]
[16:02:42] -ChanServ- mike[F] was last seen in #channel
10 seconds ago.
