UGS|Help keeps repeating this message in the channel. 
The user was picked up 5 min after Channel Services 
returned from the NetSplit and the Helpserv closed the 
help request. And its like the user has not been voiced 
when he has been long gone. I am going to try and get 
the user back to see if thats stops it.
