When manually unsetting a ban on a user that falls
under PROTECT setting influence, ChanServ complains
that the ban conflicts with a protected user's hostmask:
* ASk sets mode: -b *!*@mike[F].user.gamesurge
<ChanServ> Sorry, ban for *!*@mike[F].user.gamesurge
conflicts with a protected user&#039;s hostmask.

(mike[F] has the same access as me, 350, PROTECT is at 1)

or

* CyberMind` sets mode: -bb *!*@mike[F].user.gamesurge
*!*@ASk.user.gamesurge
