Summary: OpServ ?kick command

Initial Comment:
-> [msg(opserv)] kick #test Fisich

Resulted in no kick (OpServ was not in the channel)

-> [msg(opserv)] kick #test Fisich hi

Resulted in no kick (OpServ was not in the channel)

-> [msg(opserv)] kickall #test hi

*** Joins: OpServ (Op...@Se...)
*** Services.GamesNET.net sets mode: +o OpServ
*** |NUDE|SPAM|WORK was kicked by OpServ (hi)
*** Parts: OpServ (Op...@Se...) (hi)

This does work but previously did not if ?kickall was 
used when OpServ was outside of the channel. All cases 
of ?kick and ?kickall when OpServ is inside the 
channel will work.

This affects v1.0.3 currently connected to GamesNET. 
Again, I am not aware if this has been fixed in a 
future developmental version.
