Summary: OpServ clearbans command does not work

Initial Comment:
Whether OpServ is in the channel or not, and if it is 
even if you set the bans after OpServ has joined, ?
clearbans does not ever clear the bans. This affects 
the version currently connected to GamesNET -> 1.0.3. 
I am not aware if this is fixed in future releases.
