Initial Comment:
ChanServ verifies new bans aren't banning an already 
banned mask; specifically, subset bans are rejected. 
However, it does not handle the other case where the 
new ban is a superset of existing bans. For example, 
after banning *!*@*.isp.com, a ban like *!
*@*.foo.isp.com is correctly rejected. When done in 
reverse order, *!*@*.foo.isp.com should be silently 
removed, and the longer expiration time of the two 
bans should be taken.
