Summary: net split+jump can cause ban duplication

Initial Comment:
Suppose srvx is linked to hub1, and hub1 is linked to
hub2.  A channel #foo exists and all servers agree on
its state (which includes at least one ban).  If hub1
splits from hub2 (such that #foo exists on both sides
of the split), and srvx is told to "?jump hub2", the
burst to hub2 will cause duplicates of every ban in
#foo to be "learned."
