[srvx-devel] srvx-1.1.3 released

Due to popular request (and not many bugs being found lately :), the
srvx development team has released srvx-1.1.3.  It's available now
from SourceForge or as tag rel-1_1_3 in CVS.  It's mostly a lot of
minor bug fixes relative to 1.1.2, but has a few feature changes:

  - !topic X acts like /topic X, not like !set topic X
  - OpServ has a join_flood_moderate option that makes it join and
    moderate channels when it detects a join flood in them.

This should work with ircu2.10.10, lain, and ircu2.10.09.
