Whatever we decide on, the policy on the Global notices should be encoded in srvx's configuration file, not the source. My feeling is that the advertisements (I prefer the term "community announcement") should be opt-out on GamesNET. The announcements would essentially start out with no audience if they were opt-in; only a small number of users would ever bother opting in.
