#302 DeleteLevel Setting

I would like to suggest a DeleteLevel setting in ChanServ's !set setting. The use of such a setting would allow channel owners to specify who can delete users from the userlist. The default level should be 300 access, which is the current minimum level needed to add/remove/modify a person's ChanServ access level. If the channel owner sets the setting to level 500, noone but the channel owner can delete or trim anyone from the userlist. 501 would mean that noone can delete anyone or trim the userlist until the channel owner lowers the setting. This would prevent tampering of userlists in channels with large userlists and would allow channel owners to have greater control of their channel. Some channel owners might want the master/coowner-level users in their channels to have the ability to add users but not delete users.

Proposed syntax: !set deletelevel <accesslevel>
