Some channel owners don't like having their OPs +o while in the channel. It's much more "stealthy," to have them deoped in large channels, as an otherwise unruly user would be much more inclined to behave if the "@" prefix is being thrown around. My suggestion would be as follows:
!set NoAutoMode 1 = No modes will be automatically granted, be it an OP or voice.
!set NoAutoMode 0 = Modes will be automatically given to authenticated users upon joining.
To see examples of my scenarios in action, see the larger channels on the Freenode IRC Network, such as ##FreeBSD. They use a different system, of course, which would be atheme's "flags," by setting -O.

You could set !set GIVEVOICE and !set GIVEOPS to a level like 500 so no user would gain any mode.
And a user by hisself can set !uset NOAUTOOP to not gain op.
