#281 set !topic access level

Add an option to the !set command dialog to limit which access level is required to perform !topic commands while a topicmask is in effect. At this point, any op can run the !topic command and change what is displayed in a masked topic. This command would enable that level to be increased to a master/co-owner requirement.
