#271 Set levels for usergreeting

What about making it so people with a specified access
level can see the user greeting and if they are below
that access level they see the regular greeting. This
would be great for organizations that peon some of
their staff members and also give voice to their
sponsors. IE: Give sponsors access level 1 and staff
100 then set givevoice to 1. But only people with 100
or above can see the user greeting.
