#259 "Do not allowauth" list

We've got the DNR list for chans / users that shouldn't
be regged [to]; it'd be nice to have a similar setup
for accounts that should not be allowauthed without a
FORCE argument.

Ie: !dna *account Reason here

or

/authserv dna *account Reason here

as appropriate, and have it auto-dated like DNRs are.

Account takeovers are enough of a problem to warrant an
approach such as this, since there currently isn't any
way to prevent an allowauth (except account suspension)
like there is to disallow channel registration.

-ChanServ- *blah is do-not-allowauth (by Gingercat, set
1 week and 3 hours ago): This account is the target of
takeovers. Do not AA it without seeing me first.

It would be better to have ChanServ echo it to the
active window like DNRs are, rather than having to
check Status to see if an AA worked.

If this is implemented, a do-not-rename would be useful also.
People use the +x and account rename abilities to evade
channel bans.
