#253 Auto-reclaim setable by users

It would be nice to see a command for users to use to
enable and disable auto reclaim on them self.... it being
set by opers in the conf for all users just really doesn't
work out.. if i disable auto-reclaim i got ppl complaining
they want it on.... if i enable it then i got ppl
complaining they want it off...

I am not exactly sure what 'auto-reclaim' entails but I think I
get the jist of it. I would also like to have this functionality.
If allowing users to be able to set this would get kinda hairy
then maybe if opers were able to set this per account would
work too.
