The idea behind DNA (Do Not Add) is basically to ensure
a given handle is not added to a given userlist.
Level 400+ or something (could be !set value?) can add
an account name (or hostmask to prevent someone from
registering multiple accounts to get around a DNA) to
'Do Not Add' which makes it impossible to add the
person to the userlist if you don't have the required
access.
Users can set Do Not Add to #channel making it
impossible for them to be added to #channel's userlist.

This could easily be done by allowing user levels to be
negative numbers...
