#249 NOEMAIL : Confirmation

The confirmation would come simply at the registration
level after a user has registered an account and has
opted to not set an email address with srvx. srvx will
alert the user they have done so and by doing, may
cause themselves inheirt problems later on should they
forget their password. Ideally this will work in the exact
same fashion as removing ones self from a channel
access list. This setting should only affect a user if
NickServ is configured to allow optional usage of an
email in the registration input.
