#244 DNR functionality

I've noticed that DNRs do not apply with channel names
when an ownership change is being done - Only the
target account's DNR is checked for, so if the channel is
DNR'd but the target account is not, then the ownership
change still occurs.

It would be beneficial in a sufficient number of situations
to have the DNR list checked for both the target
account and the channel name - For wildcard DNRs a
staff member could still verify the channel with little
trouble.

Main purpose for requesting this: To prevent channel
takeovers or excess ownership changes on a channel
with a history of them.
