#243 OpServ automatic joining of channels

It'd be useful to have a method of specifying channels
OpServ should join on startup, in addition to the
alert/auth channels. Perhaps a new section in the
configuration file for channels that should be joined
by OpServ, and the specific modes that should be set.

One channel isn't much help for networks that need OpServ in
multiple channels. /msg opserv join is inefficient, when an
automated method can be added.
