#241 Verbose

I'd like to see VERBOSE put in. When I say verbose,
what I mean is if commands are issued, users of a
certain level (ie: 400+ level users [set by owner]) will be
able to see that the command was executed by
ChanServ noticing them, OR just doing an op notice to
the chan.

IMO, this would cause too much spam and isn't really useful,
as the !events command does the same thing. although the
only use for it would be to look back a few hours at logged
notices from the service bot, there is no other real point to
having such a command, as, mentioned before, one exists
already.
